We received a number of adverse comments regarding Pb monitoring at airports and do not expect to finalize the Pb monitoring requirements for airports as proposed. At this point we do not expect the need to monitor at the Hillsboro airport. Note that the funding we are talking about is actually being "advance funded" by a year (ie., the requirements don't kick in until next fiscal year). As such, if something happens and their is a need to monitor at Hillsboro airport, we can provide funding in the next fiscal year. With regards to the NCore site, note that this funding is being provided for capital equipment and network design and siting, not operation. It is our expectation that NCore sites will already have the necessary equipment (a low-volume PM10 monitor needed to make the required PM10-2.5 measurement) and network design and siting should not be needed. As such, we are not planning on providing additional funding for Pb measurements at NCore sites. With regards to operation, it is my understanding that those expenses are to be included in the larger 105 grant. Can you clarify the decision to drop the Hillsboro Oregon airport from the funding for new lead (Pb) sites? The Hillsboro airport still falls within the 0.5 to 1.0 tpy lead source category, and is listed as such by Kevin near the bottom of this email chain. I understand that the change to a threshold of 0.5 tpy is still a proposal, but if that does become the new requirement, Hillsboro should be included. I am also wondering about the new requirement to do lead monitoring at the Portland NCORE site starting January 2011. Is there funding for that work in this CAA 105 allocation? Thanks Jeffrey M. This has been a difficult tasks because Headquarters amounts have not been finalized themselves, yet our recipients are needing an estimate for purposes of preparing upcoming grant applications. As you can see in attached e-mails below, in March (see March 23 e-mail) I was told we would be receiving Lead money and Hillsboro airport was included as one of the airport to tentatively be funded. I just learned today that Hillsboro's airport is no longer in the mix and that the funding will be for three WA airports. As a result, your FY10 CAA 105 estimated allocation needs be decreased by $30,512 and revised from "$2,449,949" to $2,419,437. I am very sorry, and hope you'll be understanding of the situation I'm in and of the fact that I try my best to estimate R10's CAA 105 allocation with the information I have available at the time it is requested. Even to this date, Headquarters is still working on the Lead and other remaining funding. I'll plan to send an updated spreadsheet next week. I want to wait because I just learned that WDOE plans to provide an additional $10,000 to NWAirquest above what the locals have already promised. As I mentioned, this spreadsheet seems to keep changing based on incoming information. The formula used to calculate the costs per site include resources for: Network Design, Site Installation and QA However, it's not an exact per site allocation. For instance, a State gets a single amount for network design whether or not they have multiple sites. So the amount allocated for each State is different depending on the number of sites. For the 3 FY10 airport sites in WA - the total allocation will be $68,833. This is the latest information we have on the lead monitoring. We are still waiting for a decision from DC on the total amount of funding we have this FY for lead. Once we hear, I will reprogram funds to the Regions. Hope this helps. I do plan to discuss this at the RGC meeting later this month. As you may know, we are in the process of revising the Pb monitoring requirements to require monitorsnear sources down to 0.50 tpy rather than the current 1.0 tpy, and to require Pb monitoring at NCore sites rather than in CBSA w/ 500,000 people or more. Based on the 2005 NEI and the latest emission estimates for airports, we identified an additional 3 sources that emit between 0.50 and 1.0 tpy in Region 10. They are all general aviation airports.
